La dissolution assez inattendue des Chambres, le 24 septembre 1971 impliquait une promesse d'élection directe du gouvernement. Cette promesse s'est cependant vite volatilisée. Des élections calmes et traditionnelles ont pris le relais, le gouvernement ayant choisi uniquement le moment le moins défavorable pour les partis de la majorité.La composition des listes s'effectue dans un plus grand calme que de coutume et se déroule davantage par le biais de petits comités ou d'assemblées peu nombreuses. Cependant un grand changement de personnel se (...) réalise par le retrait plus au mains forcé de 65 parlementaires sortants; ce chiffre est, d'après la tradition établie depuis plusieurs élections, très élevé.En dehors de Bruxelles la campagne est calme. Une personnification se manifeste de plus en plus, aussi bien en Wallonie qu'en Flandre.En ce qui concerne la personnification, Bruxelles a une longueur d'avance. Le penchant pour l'«argumentation» symbolique est une autre caractéristique de la campagne. On ne s'oppose pas sur les points litigieux, on ne les expose même pas.Les résultats électoraux en W allonie et à Bruxelles diffèrent fondamentalement de ceux de la Flandre. En Wallonie et à Bruxelles de grands changements se font jour : le P.L.P. est le grand perdant tandis que le F.D.F./R.W. sort des élections en grand vainqueur. En Flandre, par contre, il y a peu de changements dans les chiffres globaux, mais de région à région de petits gains et de petites pertes sant enregistrés.Ceux-ci cependant vont dans des sens divers et même souvent radicalement opposés. L'explication de ces changements reste encore à fournir. Une fois de plus, le nombre des votes blanc et non valables à augmenté. La composition de la Chambre des Représentants et du Sénat issue de ces élections ne permet qu'une bipartite entre C.V.P. -P.S.C. et P.S.B. Les trois partis traditionnels possèdent encore numériquement plus des 2/3 des sièges. Certaines complications dans la réorganisation de l'Etat établie par la révision constitutionnelle, se font déjà entrevoir. Et cela n'est qu'un des problèmes que ces élections ont portés à l'attention de l'opinion publique. (shrink)

This paper examines the claim of G.W.F. Hegel that chemical thinking-the method of thinking employed in chemistry-marks a significant advance upon meCHANistic thinking-the method of thinking characteristic of physics. This is done in the context of Mancur Olson's theory of collective action and public goods. The analogy between the efficiency of a catalyst in bringing about chemical transformation and the function of leaders in free human society in developing latent groups to provide public goods is explored.

Masked priming experiments occasionally revealed surprising effects: Participants responded slower for congruent compared to incongruent primes. This negative congruency effect was ascribed to inhibition of prime-induced activation [Eimer, M., & Schlaghecken, F. . Response faciliation and inhibition in subliminal priming. Biological Psychology, 64, 7–26.] that sets in if the prime activation is sufficiently strong. The current study tests this assumption by implementing manipulations designed to vary the amount of prime-induced activation in three experiments. In Experiments 1 and 3, NCEs were (...) observed despite reduced prime-induced activation. Experiment 2 revealed no NCE with at least similar prime strength. Thus, the amount of prime activation did not predict whether or not NCEs occurred. There is a tension between the idea of popular sovereignty and our understanding that basic constitutional rights and liberties have a normative authority which is independent from the results of democratic decision‐making procedures. On the one hand there is the claim that the content of political justice, at least as far as the basic liberties are concerned, is to be fixed solely by substantive moral and political argument, while on the other there is the claim that it is the people (...) who determine the specific scheme of basic liberties that they live under. The apparent tension between the two claims can be resolved by introducing, firstly, a distinction between the concept of justice and the concept of legitimacy and, secondly, between proto‐rights and constitutional rights. Unlike constitutional rights, proto‐rights are moral, not legal, rights, and they are less specific than constitutional rights: one set of proto‐rights allows for various schemes of legal constitutional rights. Proto‐rights are part of the principles of justice and can be established only by substantive argument while constitutional rights have to be established by the procedures of democratic legitimization, and, therefore, they are a result of the exercise of popular sovereignty. The correlated distinctions between justice and legitimacy, and between proto‐rights and constitutional rights, allow us to specify the scope of the two claims and, hence, to affirm both simultaneously. The philosophical and legal relevance of the distinctions made is elucidated by a brief discussion of the constitutional rights of freedom of speech in the US and Germany. (shrink)

Aesthetic chills occur in artistic, scientific and religious context. We introduce a theoretical framework relating them to humans’ vital need for cognition. We discuss the implications of such a framework and the plausibility of our hypothesis. Numerous references to chills are introduced.

This paper introduces the Thinking at the Edge (TAE) method, developed by Eugene Gendlin with Mary Hendricks and Kye Nelson. In the context of the international research project and training initiative Embodied Critical Thinking (ECT), TAE is understood as a political and critical practice. Our objective is to move beyond a criticism of reductionism, into a practice of thinking that can complement empirical, conceptual and logical implications with what is implied by the vibrant complexity of one’s lived experience in one’s (...) place and time. The second person helps the first to explore, elaborate and clarify very carefully felt dimensions of thinking, which hold intricate structures, contexts, perplexities and intuitions that prove relevant for one’s research. The second person also supports the first to become sensitive to the effects of the language and concepts she uses. A non-imposing, tentative use of language that touches the intricate texture of lived experience is at the core of this method, allowing to widen one’s conceptual structure. In this paper, the cluster of TAE moves are characterized with examples of accounts of TAE processes. The description of the TAE phases includes concepts of Gendlin’s embodied theory of meaning that explain the efficacy of the moves (“direct reference,” “explication,” “crossing”). (shrink)

In his classic paper On Computable Numbers Turing analyzed what can be done by a human computor in a routine, “mechanical” way. He argued that mechanical op-erations obey locality conditions and are carried out on configurations satisfying boundedness conditions. Processes meeting these restrictive conditions can be shown to be computable by a Turing machine. Turing viewed memory limitations of computors as the ultimate reason for the restrictive conditions. In contrast, Gandy analyzed in his paper Church’s Thesis and Principles for Mechanisms (...) what can be done by “discrete deterministic mechanical devices” and appealed to physical considerations to motivate restrictive principles. These devices include, crucially, ones that carry out parallel processes, e.g., cellular automata. Following Turing’s methodological ways and guided by Conway’s “Game of Life” as a paradigm, Gandy formulated four restrictive principles and proved that devices satisfying them are computationally equivalent to Turing machines. Prior to A Process Model, Gendlin’s theoretical and practical work focused on the interfacing of bodily-felt meaningfulness and symbolization. In A Process Model, Gendlin does something much wider and more philosophically primary. The hermeneutic and pragmatist distinction between the concept of experience, on the one hand, and actual experiential process, on the other, becomes for Gendlin the methodological basis for a radical reconceptualization of the body. Wittgenstein’s formulation of “meaning” as “language-use in situations” is spelled out by Gendlin in embodied (...) terms, yielding a profound new grasp of language, meaning, situation, language-use and culture as interactional body-process. Gendlin, in building his text, answers the pragmatist critique of a wrong progression of thinking where the results of an inquiry are read back to be its premises. With his central concept “eveving” Gendlin shows how the seeming determinacy of preceding structure is opened in the actual occurring. He thereby elaborates a new conception of continuity where the possibility for responsive novelty is emergent in the event itself. The conceptual development of the text itself instances this kind of emergent novelty. We will somewhat follow Gendlin’s own path in using language-in-situations as entry-point into his more fundamental process-thinking, thereby asking ourselves how to engage his new kind of model. Inwieweit einige dieser Prinzipien dialektisches Potential enthalten konnten, zeigt der Verfasser anhand der Entwicklung eines eigenen, an der hermeneutischen Philosophie orientierten dialektischen Standpunktes.".

In this rapid commentary, a mini-review is given of the present state-of-knowledge regarding the etiology and epidemiology of the new coronavirus 2019-nCoV and the risks for developing Acute respiratory distress syndrome. The available knowledge on the viral genomics, molecular biology and pathogenicity of viruses of the Coronaviridae family and other Nidovirales, forms a helpful template for understanding the present pandemic outbreak. However, important questions remain unanswered about the underlying mechanism causing the very high case fatality ratios and mechanisms regarding severe (...) reactions like ARDS, fatal cardiac and renal failures, associated with a number of important comorbidity factors. Immunological reactions to lung alveoles in particular in late phase ARDS in SARS-like CoV diseases, so far may not have received enough attention. Ihre Fotografien publizierten sie in Zeitschriften und Zeitungen wie Stern, Neue Zürcher Zeitung oder Das gelbe Heft und brachten so die Welt in die Wohnzimmer. Kosmopolitan und neugierig kamen sie zu Motiven mit Seltenheitswert: Farbporträts von Che Guevara gehören ebenso dazu wie Reportagen über die letzten Kopfjäger im ecuadorianischen Urwald. Ein Schwerpunkt dieser (...) reich bebilderten Doppelmonografie ist ihre Reise entlang der “Panamericana” 1957-1959, die Süd- und Nordamerika verbindet. Sie fotografierten Reportagen, Porträts und Landschaftsbilder und drehten den wohl ersten Farbfilm über den legendären Verkehrsweg. Dieser Film und ein Filporträt über die beiden Fotografen sind dem Buch auf DVD beigefügt. Das Buch präsentiert Funde aus ihrem Fotoarchiv - viele Bilder erstmals im Originalausschnitt - sowie Publikationen in Zeitschriften. Der Historiker und Schriftsteller Wilfried Meichtry erzählt vom ereignisreichen Leben des Paars, das sich zeitlebens als journalistische Handwerker verstanden hat. Micro-phenomenology is a successful research tool with major environmental implications. However, there is much to be gained by also approaching it as a philosophical method in its own right. As ….

Schoeller untersucht die sprachliche Herausforderung, die damit einhergeht, erlebte Hintergründe und Zusammenhänge zu formulieren. Wird eine situative Komplexität zur Sprache gebracht, so klärt sich häufig erst, „um was es geht", und zwar auf eine Weise, die einen weiterdenken und -fühlen lässt. Dabei entstehen bisweilen äusserst ungewöhnliche Aussagen. Untersucht wird in dieser Studie die Präzision einer tastenden Formulierung, die eine nicht vorhersehbare Entwicklung von Bedeutung zulässt. Eine solche Bedeutung ist sprachphilosophisch kaum mit den Modellen der Repräsentation oder der Konstruktion zu (...) erfassen, auch durchbricht sie den Rahmen der Ordinary Language Philosophy. Unter Berücksichtigung der Ansätze des Embodiment entwirft Schoeller im Schnittfeld von Pragmatismus, Phänemenologie, Hermeneutik, Psychologie und Kognitionswissenschaften eine Bedeutungstheorie, in der situatives Erleben und Sprachgebrauch differenzierend und klärend interagieren. Ein gründlicheres Verstehen des Formulierungs-Prozesses kommt auch im Alltag einer nicht-reduktiven und subtilen Sprachpraxis im Umgang mit gewöhnlicher Erfahrung entgegen. (shrink)

The Hygiene Hypothesis has been recognized as an important cornerstone to explain the sudden increase in the prevalence of asthma and allergic diseases in modernized culture. The recent epidemic of allergic diseases is in contrast with the gradual implementation of Homo sapiens sapiens to the present-day forms of civilization. This civilization forms a gradual process with cumulative effects on the human immune system, which co-developed with parasitic and commensal Helminths. The clinical manifestation of this epidemic, however, became only visible in (...) the second half of the twentieth century. In order to explain these clinical effects in terms of the underlying IgE-mediated reactions to innocuous environmental antigens, the low biodiversity of antigens in the domestic environment plays a pivotal role. The skewing of antigen exposure as a cumulative effect of reducing biodiversity in the immediate human environment as well as in changing food habits, provides a sufficient and parsimonious explanation for the rise in allergic diseases in a highly developed and helminth-free modernized culture. Socio-economic tendencies that incline towards a further reduction of environmental biodiversity may provide serious concern for future health. This article explains that the “Hygiene Hypothesis”, the “Old Friends Hypothesis”, and the “Skewed Antigen Exposure Hypothesis” are required to more fully explain the rise of allergy in modern societies. The Federation of Belgian companies is a confederation which groups 36 branch associations covering 30. 000 individual firms. About 85 % are small and medium-sizedfirms occupying less than 50 employees. The VBO/FEB is the most important exponent of the high degree of affiliation on the employers' side. The process of decision making reflects the structure of the federation. The mandate is defined in the board of the VBO/FEB, composed by a representative ofeach branch association. This representative holds his mandate on (...) the basis of the deliberations held in the elected board of his association. The guiding principle is consensus, which is not synonymous of unanimity. When a consistent and representative majority emerges from the debate, the members holding another opinion join that majority in a spirit ofemployers' solidarity. The decision making process aims in this way to combine efficiency and democracy. This is particularly important for the VBO/FEB, as that organisation not only acts as a lobby but also as a social partner able to conclude agreements. In the Belgian system, social partners are consulted by the authorities, because of their representativeness. It must however be clear that they may not interfere with the political decisions which in our democratic system rest with government and parliament. (shrink)
